Hello, I just made a dedicated csgo server and when my freind copies my ipv4 addres via hamachi and trys to join the server it says connection failed after 30 retries.

Have you been able to verify that the ip you are using is pingable in the command line.
It may be getting vblocked by your firewall.
Try setting the windows firewall settings on your machine that are outlined here;

then see if he can ping you
