My License is allowed maximum 50 user to join the webminar, in picture show that I only have 25 attendees joined my webminar, but the system show the allowed attendees is full, so now I only can move half of the attendees to another webminar.

With GoTo broadcasts there is also a maximum cap on the TOTAL number of Attendees joining a single broadcast. This means even if you are under the max attendee limit in session, you can max out if say, 30 Attendees join initially and then leave early, or you are keeping the same GoToTraining session open for extended time where Attendees come and go freely.
