Is it possible to collect questions from participants prior to the event when they are registering either for a live or recorded webinar

You can create custom registration questions that could be open-ended ,multiple-choice, or yes no. I have used these questions that's a great way to get to know my audience and then have included it in the presentation so everybody knows who everybody else is. I'm not sure how you're using it but I hope this helps.
