Does anyone have experience creating a webhook for any time a call is missed? Missed call defined as any call that was unsuccessful reaching out a logged in user (caller hung up, call dropped, call went to VM but none was left)

This should be possible using Call Events using our API, but you would need a development resource to make it work.
