Does the Microsoft Teams integration not create chats for tickets created via email?

I recently setup the MS Teams integration, and when I submit test tickets via the GoTo Resolve Teams app it works more or less as expected. However when I submit a ticket via any other method nothing is created inside of teams.

Is that expected behavior? If so that's really unfortunate since we will likely never get 100% Teams adoption over email

I checked with the team and this does appear to be expected behavior.
