Will Webinar or other GoTo products allow me to have customers provide e-signatures to documents I show them if I give them control of the mouse? If they do this, will the signature record link the customer's signature to my IP address or theirs? My business requires the IP to display the location of the person who signed forms.

Remote access is available on GoToWebinar and you can draw on a screen, but it's not captured.
What you could do, since you are already using GoToWebinar for hosting webinars, you’ll also have access to GoToMeeting.
You can use GoToMeeting to set up a session where you make the other person the presenter and have them share their webcam. You can then use the cloud recording feature to capture the session while they open DocuSign or a similar service on their computer and sign the document in real time.
Services like DocuSign also capture details such as the signer’s location and IP address at the time of signing.

At the moment, it’s not possible to capture IP links through GoTo Webinar for the purpose you’re describing. GoTo Webinar is designed mainly for presentations, while organizers and presenters able to share screens and draw on screens, it doesn’t record the image or track IP address links in the way you might need.
If you need to securely share and track documents or signatures, services like DocuSign or similar electronic signature platforms would be better.
