is it possible to permanently exclude selected participants from GTW without them noticing, or is it only possible to unsubscribe them for each individual webinar without letting them know?

There isn't a current way to block someone permanently. You could manually approve registration and simply not approve them, or only approve certain domains to register, but this would have to be done for the specific webinar.
