I'm wondering if it's possible to set up and promote a scheduled 'simulive' webinar before it's recorded?

I tested this and it does appear you will be prompted to include a video when scheduling a Recorded Webinar.
The workaround I see is to enter a video as a placeholder, then you can change the video at anytime before the scheduled recorded webinar by opening the scheduled webinar, clicking on the recording, and then change recording.
