I'm using a public computer and I found LogMeIn installed in it. Does that mean that whoever installed it is able to check what I'm doing? What kind of safeguards are there?

Keep in mind, the public computer may be managed by outsourced IT and therefore could be the reason for the LogMeIn software. And yes, as Nyquil suggests, the notification would appear upon any remote user logging in.
If you didn't install it and don't want it, I would recommend you uninstall it. Was it installed by a person who built/admin'ed the public computer?
Whoever installed it may still have access to that system - that person could remote in, and while an alert would appear to the end user that their computer is being controlled remotely, many people don't notice the alert immediately.
