File Transfer slows down

I have had an ongoing problem of file transfers starting at a reasonable speed and they slowing down quite a bit after just a minute or two.

A speed test to linkline indicates I have about 16Mbit down and 1.2Mbit up. My upload starts at 800k or 900k but slows to only 200k or less after just a minute. Why is this? Is there anything I can do?
